We also found a September 17, 2025 Commissioners workshop document that describes the Town’s R-3 district as including “Single Family Residential, Single Family Residential with Accessory Dwelling Units (ADUs), and Group Homes.” That is useful evidence that Ridgely’s newer zoning framework contemplates ADUs, but the workshop document is not a substitute for the current adopted zoning text.

This is the most important fact for a homeowner researching Ridgely online. The Town’s current Planning, Zoning & Codes page says most construction and development requirements can be found in the zoning ordinance or Town Code, but then adds a clear warning:

There may be updates to the Zoning Ordinance that are not available online.

The Town directs property owners to contact the Planning, Zoning & Codes office to verify requirements. That matters for ADUs because Maryland’s statewide law changed significantly in 2025 and requires local implementation by October 1, 2026.

For that reason, this guide does not invent current Ridgely ADU size, setback, parking, bedroom or owner-occupancy numbers from an older zoning attachment.

A 2025 Town workshop document shows ADUs in the R-3 zoning description

In September 2025, Ridgely held a Commissioners workshop concerning proposed domestic-poultry rules. The draft discussion document had to identify the zoning districts where chickens might be allowed, and it described R-3 as:

“Single Family Residential, Single Family Residential with Accessory Dwelling Units (ADUs), and Group Homes.”

That is not an ADU ordinance by itself. It is, however, a useful current Town document showing that “Accessory Dwelling Units (ADUs)” had become part of the Town’s R-3 zoning terminology by September 2025.

Before assuming the R-3 district is the only ADU district or that every R-3 lot qualifies, ask the Zoning Administrator for the current use table and supplementary standards.

Ridgely’s older Comprehensive Plan used the “granny flat” concept

Ridgely’s older Comprehensive Plan discussed accessory apartments or “granny flats” in the Town Center context. The Plan recommended making provisions for accessory dwellings used by related family members who required special care, while warning that these units should not become a way to increase density through unrelated rental housing.

That policy language helps explain Ridgely’s historical approach, but it should not be treated as the current 2026 legal rule. Maryland’s modern ADU statute is broader and is not limited to family members needing care.

If a Town staff member or older document uses “granny flat,” “accessory apartment,” or “accessory dwelling unit,” ask whether those terms now refer to the same use under the current ordinance.

Maryland’s 2026 framework changes what local ADU rules can require

Maryland’s HB 1466 framework requires local governments with planning and zoning authority to adopt a law authorizing ADUs by October 1, 2026.

The Maryland Department of Planning says the state framework includes several important limits on local regulation:

  • an ADU can be up to 75% of the size of the primary single-family detached dwelling;
  • a covered jurisdiction may not set a lower local maximum;
  • ADUs are excluded from residential-density calculations;
  • side and rear ADU setbacks cannot be more restrictive than existing accessory-structure setbacks;
  • additional off-street ADU parking requires a parking study; and
  • a local law imposing additional parking must provide a waiver process.

Maryland’s definition also contemplates attached and detached ADUs, while local laws may additionally allow units created wholly inside the primary dwelling.

Do not assume Caroline County’s ADU rules apply inside Ridgely

Ridgely is an incorporated municipality with its own zoning authority. Caroline County’s ADU rules apply to unincorporated County property and should not automatically be used for a parcel inside Ridgely.

For an ADU, ask the Town which approvals are required for:

  • zoning use approval;
  • an internal conversion;
  • an attached addition;
  • a detached ADU or garage conversion;
  • building inspections;
  • electrical and plumbing permits;
  • water/sewer connections;
  • rental registration; and
  • final occupancy.

Water, sewer and fire-sprinkler requirements can affect the project

Ridgely operates municipal water and sewer systems. The Town’s Building Construction chapter also incorporates the Maryland Building Performance Standards and contains residential fire-sprinkler provisions for new and renovated one- and two-family dwellings, including connection to the municipal water supply when adequate pressure, capacity and sizing are available.

Whether a particular ADU triggers those building-code provisions depends on the project type and current code interpretation. Before final design, ask whether the ADU requires:

  • a separate or upgraded water service;
  • a separate sewer connection;
  • additional connection or impact fees;
  • fire-sprinkler work;
  • backflow protection; or
  • utility-capacity review.

Ridgely was actively updating its zoning and Comprehensive Plan in 2025

Ridgely Planning & Zoning agendas from 2025 explicitly listed both a Zoning Ordinance Update and Comprehensive Plan Update under reports and updates.

That timing is relevant. The Town was revisiting its land-use framework during the same period Maryland’s statewide ADU requirements were taking effect. The September 2025 workshop reference to R-3 with ADUs is consistent with the possibility that Ridgely’s newer zoning language differs materially from the older attachment still surfaced through eCode.
