Harford County’s ordinary accessory-structure setbacks start at 3 feet on residential lots and 10 feet on agricultural lots. Townhouse and zero-lot-line lots have a separate rule. Recorded easements and proximity to the house can change the answer—and a shed under 200 square feet still needs a county building permit.

Find the easement before measuring three feet
A recorded plat may reserve a strip for drainage, utility access or another purpose. On an ordinary residential lot with a 15-foot side drainage easement, the three-foot zoning baseline does not make the remaining easement strip available for a shed. Start by keeping the structure outside the recorded easement.
§267-27 describes an exception for drainage or utility easements involving a permit or zoning certificate, Public Works approval, compliance with the other requirements and a signed hold-harmless agreement. Approval is not automatic. Other recorded easements remain a separate restriction under the accessory provision.
For a corner lot, do not label the street-facing side a normal side yard without checking the yard rules. The code requires full front yards along both street frontages on corner lots. Use a survey or plat, and ask Planning and Zoning to identify the applicable yards.
A shed close to the house may be treated as attached
The residential accessory rule treats a structure within three feet of the principal building as attached and requires the principal-building setbacks. A narrow gap can therefore move the project out of the ordinary detached accessory route. At exactly three feet, obtain staff confirmation rather than relying on a rounded tape measurement.
Zoning classification and fire safety answer different questions. Windows, wall assemblies, roof projections and proximity to other structures still need building-code review. A zero-foot zoning allowance for a townhouse lot is not permission to build any wall or roof at the boundary.
Compare the setback with an easement

Check one lot edge at a time. Use the recorded easement width and a lot classification confirmed by the county. This does not evaluate the front yard or house clearance.
This tool assumes no easement exception has been granted. A positive result is not a siting or permit approval; confirm fire rules, height, coverage, environmental restrictions and the house gap separately.
Under 200 square feet still requires a permit
The county shed/detached-garage instructions require building permits for all residential accessory structures before construction; prefabricated buildings need the permit before placement. The same page waives construction plans for structures under 200 square feet or prefabricated structures. That changes the plan submission, not the need for a permit.
A 10 × 12 shed is 120 square feet: the published process still requires a permit and a site plan or survey. A 10 × 20 shed is exactly 200 square feet: it is not “under 200,” so ask which construction documents are required for that model and whether the prefab provision applies. Do not reuse a generic Maryland small-shed exemption here.
The required site drawing identifies property dimensions, proposed and existing buildings, distances from lines and well/septic locations. If electricity is planned, the electrician applies for the electrical permit after the building permit is issued.
Check size and height before choosing a large garage
For the AG, RR, R1–R4 and VR districts, §267-27(C)(1) generally limits accessory area to the larger of 1,000 square feet or 50% of the principal building’s total square footage, and height to the principal building’s height. AG properties exceeding five acres have a separate 2,500-square-foot/50% area provision and a 115% height limit. Confirm the applicable category and measurement with zoning staff.
That formula is different from Frederick County’s footprint approach. When comparing quotes across county lines, bring the right house measurement and the existing accessory-building inventory. Lot coverage and impervious-surface limits can restrict a project even when its individual size appears to fit.
The county’s garage instructions also identify fire-resistant construction for a detached garage less than five feet from a lot line. Ask the plans reviewer how the current building code applies to walls, openings and projections before selecting a standard garage package.

Corner lots, roof edges and private restrictions
Under §267-23, corner lots require full front yards at both street frontages. The three-foot residential side/rear rule does not establish the front-yard requirement. Through lots and environmental overlays need their own review. Source: Harford §267-23.
Record the wall and roof-edge distances separately on the site sketch. A roof overhang, gutter, access ramp or mechanical unit may need a different projection or building-code check. Ask staff which edge controls the measurement; do not treat the calculator’s wall-distance result as clearance for every projection.
If the property has an HOA or recorded covenants, obtain the shed placement, height, appearance and approval requirements before ordering. County permission does not establish compliance with those private restrictions.

The linked fee schedule is revised January 1, 2026. Its 1- and 2-family dwelling accessory category lists $20 for 200 square feet and under, with no certificate of occupancy or inspection required, and $0.15 per square foot plus a $100 nonrefundable application fee above 200 square feet. Confirm that your proposed building falls in that category and whether separate trade or other fees apply.
The project page describes inspections and a final Use and Occupancy Certificate more generally. Because the fee schedule identifies a small-accessory exception, get the inspection/U&O requirement for your actual model on the permit record. Do not assume either that all small sheds need a final certificate or that the building permit itself is waived.
- Confirm the parcel’s zoning, easements and health/environmental restrictions.
- Prepare the site plan and model-specific documents above.
- Use the county’s ePermit Center or another submission route listed on its permits page. Confirm the appropriate application with the Permit Center.
- Obtain the permit before construction or placement. Have the electrician obtain the electrical permit after building-permit issuance if applicable.
- Confirm who schedules each required inspection, retain the final approval record, and obtain a U&O certificate where required for the project.

Harford shed and garage questions
Can I place a residential shed three feet from the line?
Three feet is the county residential side/rear baseline. Verify the yard classification, recorded easements and other restrictions before using it. The separate house-gap and fire-code checks still matter.
Can a townhouse shed touch the boundary?
The accessory zoning provision has a zero-foot side/rear starting rule, subject to easements. Building-code fire protection, projections and recorded restrictions still need review. Ask staff about the actual structure.
Does buying a prefabricated shed avoid the permit?
No. The county requires the building permit before placement. Its construction-plan waiver for qualifying prefab structures does not waive the permit or site-plan requirements.
Can I turn the shed into an ADU?
A storage structure is not automatically a dwelling. Review Harford County ADU rules for the separate use and approval questions, and describe the intended occupancy to staff before ordering a building.
